§ 1 General provisions
- These Regulations (hereinafter: “Regulations”) set out the detailed rules for the provision, by the service provider – Municipality of Wroclaw, pl. Nowy Targ 1-8, 50-141 Wroclaw (hereinafter: “Service Provider”) of services on the website www.visitwroclaw.eu (hereinafter: “Service”)
- The service was created to promote and present tourist sites organized or available in Wroclaw and the Wroclaw agglomeration, which may be attractive to residents and other visitors (tourists). Within the service there is a database of dwarves and an application form enabling the submission of a dwarf.
- Use of the service does not require
- A user of the website may be any person who uses the website and the services available therein (hereinafter: “User”)
- The operator of the Service within its framework provides free of charge services to Users:
- Share and/or display and/or download content;
- Report krasna to the service through the appropriate form available at
- Send notifications to users, to the e-mail address provided in the forms, about the acceptance of the application, as well as its acceptance (placement in the Service) or rejection of the application.

- Within the service, a User may report information about a Dwarf (hereinafter: “Submitter”) by filling out an appropriate form, detailed terms and conditions of providing information about Dwarves on the service are included in 3 of the Regulations.
- Beginning to use any of the services is tantamount to full acceptance by the Users of the terms and provisions of the Regulations, without the need to draw up a separate
- The User may terminate use of the Services at any time.
- Users are obliged to comply with the provisions of these Regulations from the moment they take action to use the services offered on the Site, with particular attention to the initiation of data transfer.
- As part of the Service, the Regulations are made available free of charge to each User at the Internet address in a way that allows downloading, recording and printing them.
- Users in the use of the Services of the site are prohibited from providing unlawful content.
§ 2 Technical requirements and special risks
related to the use of the service provided electronically
- The use of electronically provided services may involve risks (generally associated with the use of the Internet). Risks can occur despite the service provider’s use of measures to protect the infrastructure from unauthorized third parties. Possible risks include, in particular:
- The presence and operation of malware, including: computer viruses, that is, specific software that is able, once launched, to infect files in a self-replicating manner, usually without being noticed by the User; viruses can be more or less harmful to the operating system in which they reside, but even in the least serious case they are a waste of RAM, CPU and hard disk space;
- spyware – programs that track a Participant’s activities and collect information about the Participant and send it – usually without the Participant’s knowledge or consent – to the author of the program;
- spam, which is unsolicited advertising (commercial) information transmitted electronically;
- phishing for sensitive personal information (e.g., passwords) by impersonating a trustworthy person or institution;
- Breaking security by sending fake emails that resemble deceptively authentic ones in order to obtain personal and confidential information for the purpose of identity theft;
- cryptanalysis activities, that is, to find weaknesses in the cryptographic system, and thus make it possible to break or bypass it.
- Up-to-date information about the function and purpose of the software or data that are not a component of the content of the services, entered into the information and communication system used by the service recipient (cookies), is contained at https://visitwroclaw.eu/polityka-prywatnosci.
- The technical requirements necessary for the use of services provided electronically are as follows:
- having a mobile or stationary device that allows access to the Internet, equipped with a working operating system, and
- installing on the device referred to in point 1 above the latest, up-to-date version of an Internet browser that provides access to Internet resources and accepts cookies, i.e. Edge, Opera, Mozilla Firefox, Safari, Google Chrome or other compatible browser;
§ 3 Terms and conditions of access/publication

- Within the service, the Submitter can add a Dwarf.
- In order to post information/offer about the event or venue, the Submitter is obliged to correctly fill in the application form (hereinafter: “Form”) available on the website visitwroclaw.eu/zglos-swojego-krasnala (hereinafter: “Application”).
- The Service Provider accepts Event Submissions only in electronic form, through a properly completed Form.
- A properly completed Event Application Form must include, at a minimum:
- Name of the dwarf
- description of the Dwarf (miax. 2000 characters),
- An abbreviated description of the dwarf ( max. 150 characters),
- place of attachment of the Dwarf – suggested address or choose a place on the map
- location description
- 3 photos up to 2 MB in size (suggested size: thumbnail 300×300 pixels, main photo 800×600 pixels, panorama 1920×800 pixels)
- Each application, should additionally include a statement:
- That the submitted materials (works) do not violate copyright or any rights of third parties.
- On agreement to use and share the submitted materials (works) under the license described in § 3 of these Regulations.
- On reading and accepting these Regulations
- Declarations are made by the Applicant by checking the appropriate boxes – check boxes.
- You can use the Application Form as many times as you like.
- Reporting the addition of the Dwarf to the database https://visitwroclaw.eu/baza-krasnali is free.
- Accepted submission before publication, is verified by the Service Host. The time allotted for verification of the submission is up to 5 working days from the date of receipt of the Submission.
- In case of positive verification of the Dwarf Application, the Portal Host will publish the application on https://visitwroclaw.eu/baza-krasnali up to 5 working days in their order of submission.
- The applicant is solely responsible for the content of the data he provides, including responsibility for any violation of the rights of third parties.
- Applications that are incomplete, submitted not in accordance with the Rules and Regulations and not completed as indicated in 11 will not be published.
- The operator of the service reserves the right to edit and modify the Submissions.
- Running the service reserves the right to refuse to publish or remove Submissions in the event of a
when:
- false information was provided in the Notification,
- The submission violates good morals and/or is vulgar and/or contains pornographic content,
- The application violates generally applicable laws or the rights of third parties/entities,
- The submission contains racist, xenophobic and propaganda content and/or content that does not comply with generally applicable laws.
- The application does not comply with the provisions of this
§ 4 License for submitted materials – works
(photos/posters/graphics)
- The Service Provider, through the Form, allows the submission of photographic materials, as well as textual content (hereinafter: “materials”). Materials submitted by the Submitter may constitute a work within the meaning of the Law on Copyright and Related Rights, therefore, in order to enable publication of Submissions, the Submitter should agree to their use (grant a license).
- With its consent, the Submitter grants the operator of the service – ARAW S.A. – a royalty-free, unlimited in time and territory, non-exclusive, license (including copyright and related rights), which may be transferred or sublicensed without separate consent, including authorization to use the materials by the operator of the service, in whole or in fragments, in the following fields of exploitation:
- in terms of recording and reproduction – produced by all techniques, including, magnetic recording, photosensitive, audiovisual, digital, optical, printing, computer techniques, regardless of recording format and medium, size, form, technique, binding, type and manner of distribution or publicity;
- entering into computer memory, temporary and permanent recording and copy of such records; archiving of records;
- making them available to the public in such a way that anyone can access them at a place and time of their own choosing (including making them available on the Internet as part of a website and social media); on the Internet, other telephone, data communications, multimedia and computer networks; use in advertising and promotional messages of any kind.
- use in whole or in fragments, including in compilations or combinations, in various altered and abridged versions;
- The Applicant shall be liable to the operator of the Service in the event of any claims by third parties related to the license granted, including those arising from infringement of intellectual property rights of third parties, industrial property rights, publication of an image without permission, and others arising from violation of copyright and related rights.
§ 5 Processing of Users’ personal data

§ 5a Processing of personal data of Submitters
- Information on the processing of the Submitters’ personal data is available in Appendix 1 – Detailed information on the processing of personal data, which is an integral part of the
§ 6 Complaints and liability
- Complaints related to the Service and submissions should be addressed in writing to: Agency for the Development of Wroclaw Agglomeration A., pl. Solny 14, 50-062 Wroclaw or in electronic form to the e-mail address: dzial.rozwoju@araw.pl
- The complaint should contain the name and mailing address of the person making the claim, as well as a detailed description of the reason for the complaint and the claim being made.
- Complaints will be considered by the operator of the Service within 14 days of receipt. Information on the manner of processing the complaint will be provided by registered mail or in the form of a
- The site operator is not responsible for the consequences resulting from the incorrectness of the data provided in the Applications concerning incorrect description of the Dwarf, providing incorrect location of the Dwarf, making false statements by the Applicant relating to copyright.
- Complaints addressed to the Service Provider regarding services provided by third parties will not be forwarded by the Service Provider to the relevant entities that are or should be responsible for handling Complaints.
§ 7 Final provisions
- The operator of the service has the right to change the Regulations at any time
- The operator of the service has the right to make a binding interpretation of the provisions of these Regulations, resolve disputes related to their application and any issues related to the operation of the
- The Service Provider has the right to verify that Submissions made on the Service meet the conditions set forth in the Regulations. Failure to comply with these Terms of Service or with applicable laws and regulations may result in the refusal to publish the Submission or its removal.
- The operator of the service is not responsible for technical problems that arise during the transmission of Applications and the resulting delays in the data communications system.
- In matters not regulated by the Regulations, the provisions of generally applicable law shall apply.
